Around November 19, the Beach Colony stretch of Camino Del Mar stops being a 40 mph road. Del Mar's updated speed limits take effect 30 days after the City Council's October 20 vote. Once they do, Camino Del Mar is posted at 30 mph from Via de la Valle, past the Dog Beach crosswalk, over the San Dieguito Bridge and into the Village. Jimmy Durante Boulevard drops to 30 along most of the fairgrounds frontage too.
The next day, SnowJam opens at the Del Mar Fairgrounds and the Purdy Tree Farms lot starts selling trees. The busiest weeks of the year on these two roads begin almost exactly when the new limits do. Anyone who lives between 15th Street and the river mouth will feel the change on every drive, bike ride and walk to the sand from now through the end of December.
The council introduced the ordinance unanimously on October 6. As the San Diego Union-Tribune reported, it approved the second reading on October 20, and the limits "officially go into effect in 30 days." Here is how the segments around Beach Colony change:
| Road and segment | Posted limit |
|---|---|
| Camino Del Mar, Via de la Valle to the Dog Beach crosswalk | 40 mph down to 30 mph |
| Camino Del Mar, Dog Beach crosswalk to the San Dieguito Bridge | 40 mph down to 30 mph |
| Camino Del Mar, Coast Boulevard to Jimmy Durante Boulevard | Lowered to 30 mph |
| Camino Del Mar, Jimmy Durante Boulevard to Del Mar Plaza | Lowered to 30 mph |
| Jimmy Durante Boulevard, fairgrounds rideshare gate to San Dieguito Drive | 45 mph down to 30 mph |
| Jimmy Durante Boulevard, San Dieguito Drive to Camino Del Mar | 35 mph down to 30 mph |
| Via de la Valle, Camino Del Mar to Jimmy Durante Boulevard | 40 mph down to 35 mph |
The top two rows matter most here. The 40 mph that used to apply from the Via de la Valle intersection to the bridge was the fastest posted speed on Camino Del Mar inside the city. It made the North Beach section feel like a connector road rather than a street people live on. That section now carries the same 30 mph as the blocks in front of Del Mar Plaza. From the Solana Beach line to the Village core, the road has one posted speed.
The Jimmy Durante change matters almost as much. Between the fairgrounds rideshare gate and San Dieguito Drive, the limit falls 15 mph, from 45 to 30. That is the largest single drop in the ordinance. It also falls on the stretch that carries event traffic in and out of the fairgrounds, which matters for the next two months.
The new numbers start from measured driving speeds. The council agenda report, as quoted by the Union-Tribune on October 11, explains that the California Vehicle Code and the California Manual on Uniform Traffic Control Devices require posted limits to be "set at the nearest 5 mph increment of the 85th percentile speed." That is the speed at or below which 85 percent of measured traffic moves.
The same report describes two narrow allowances below that number. The city "may choose to lower the rounded amount by 5 mph through engineering judgment." And where "patterns of serious injuries or fatalities exist, an additional 5 mph reduction may be applied." As the agenda report describes it, the starting point for each limit is the survey data, and any reduction below the rounded figure comes in those 5 mph steps.
The timing comes from the survey calendar. A speed survey is generally valid for seven years, and an engineer can recertify it for another seven, up to 14 years total. Two Del Mar segments were reaching the end of their first seven-year period in 2026. New traffic striping on Jimmy Durante between Via de la Valle and San Dieguito Drive also required a fresh analysis of that segment. The city's Traffic and Parking Advisory Committee then recommended at its December 2, 2025 meeting that all 16 segments be surveyed, to see whether the existing limits still held or could come down.
So the North Beach stretch did not get its new limit through a campaign about one crosswalk. A citywide review that was already due produced it. That also explains why the limits change all at once across eight segments instead of piecemeal.
This post is general information about a local traffic ordinance, not legal advice. The City of Del Mar posts the council agendas and packets for anyone who wants the official text.
From the Beach Colony side of the bridge, the fairgrounds sits right off Jimmy Durante, and its holiday programming comes in waves. Each one adds traffic on the segments that just slowed down. On publish day, the Del Mar Racing Bing Crosby Season is already underway. The fall meet runs November 6 through 29. Here is what comes next, in the order it lands on Jimmy Durante and Camino Del Mar, according to the Del Mar Fairgrounds event calendar and the Del Mar Village Association:
Put that list against the table above and the overlap is easy to see. The weekend of November 20 to 22 stacks racing, SnowJam, the tree lot's opening and a Saturday concert, all reached by the Jimmy Durante segment that just went from 45 to 30. December 6 shifts the crowd toward 15th Street and the Village, along the Camino Del Mar blocks that now share the 30 mph limit with North Beach. Then Coastal Christmas brings evening traffic back to the fairgrounds for most of the second half of December.
For anyone living on the streets off North Beach, the new limits are the backdrop for every holiday trip. A drive to the tree lot, a walk to the Dog Beach crosswalk on a racing Saturday, a ride down Camino Del Mar to the tree lighting: all of them now happen on roads posted at the same 30 mph from end to end.
The speed limits are the change residents will notice first. Two other projects touch the same section of coast this season and next.
The city's annual sand push started on the main beach near the Beach Safety Center and Powerhouse Park, with work set to move north. The City of Del Mar's announcement said crews would work during low-tide windows with coned-off zones and spotters, and asked beachgoers to keep clear and follow directions. If you walk toward 17th Street and the river mouth this time of year, cones and equipment may be part of the scenery.
Further out, SANDAG's San Dieguito Double Track project is in design. It covers a replacement rail bridge over the San Dieguito, double tracking to the Camino del Mar and Jimmy Durante overpass, and a special-events rail platform at the fairgrounds. SANDAG forecasts construction to begin in early 2027. A rail platform built for fairgrounds events would give the same crowds on this year's calendar another way to arrive. That project is still on the drawing board. The new 30 mph limits arrive in about a week.
